in clean-base for linux-arm64, linux-x86, macos-x64, windows-x64 and windows-x86 copy modules StdDynamic and _SystemDynamic in lib/StdEnv instead of lib/Dynamics

build the compilers and linkers before compiling the stdenv, then use the new compiler to compile the stdenv for 64 bit windows (just like the 32 bit version)

This reverts commit 914288eb.

- The `sed` call is no longer needed due to a bugfix in clm (the library
paths may now be 1024 characters long already upstream)
- Replace `cd` with `make -C`
- Tabs for indentation

Generate clm.exe in main directory (which is added to PATH); update sed substitution for changes upstream

Only regenerate StdEnv ABC code in the second pass (in the first pass, the old compiler is still used, but StdEnv now contains syntax that is not recognized by the old compiler)

Try to fix previous commit on Windows systems: remove old ABC (without optimized instance calls) before building intermediate cpm

clean-base: temporarily regenerate StdEnv ABC files before second pass, because the new compiler assumes ABC code with optimized instance calls (clean-compiler-and-rts/compiler@bfbbd3f2)

Added branchname suffix to all checked out repositories to prevent nameclashes between packages that check out different branches from the same repository.
