Improve performance of timeout computation for tasks depending on the system clock

Looking at the code I think that's possible, thanks.
I'm not too fond of the implementation though: string comparisons and
Integerarithmetic on every iteration. So maybe we can change that with an implementation along the lines of
timershere in a follow-up.
Also it seems that
startis ignored in
interval=0, is that intentional?
