fix view.php for unicode

use codecs.decode with ignore errors to be able to print in different
unspecified encodings. This is not a big problem but ugly. unicode is
only allowed in comments anyways...

I would add `!!` because this is incorrectly linked as well but `!!` is an operator besides the fact that it denotes a head and tail strict list...

WIP: Make the pygments formatter output clickable

- Externalize the CSS, this includes the darkened highlights and makes
  such changes easier.
- Adapt `view.php` to run the custom python script
- Extend the HTML pygments formatter to include cloogle links and wrap
  this in a python script. The python scripts transforms stdin to stdout
  and highlights the line numbers given as an argument.
