removed learner mode  from config and stripped from all dependent code

introduced fallback to sid server remote compare when locally no cadp toolset is
installed   => should be disabled in production again

by default turned on sut simulation so that we can now also directly learn
the configuration of models in the models/ directory. (used in jenkins for
regression testing)
 -> for model X in input folder make run configuration  input_X
 -> for model X in models folder make run configuration model_X
 => sutsimulation should be disabled in production again where we have socket as
    default
