As an administrator, I want to be able to add and delete recipes from the recipe bank, so that I can put in new recipes and remove unpopular ones.

• The deleted recipe should no longer be visible in the app.

• The added recipe should be used in meal plans generated in the future.
• The added recipe should be visible in the app.
