Implements #412

Also needed to fix a migration for localflavor 1.4

Also fixed translations for the addresses CSV.

Now we're using `setUpTestData` more, not running some slow code,
using MD5 hashes for speed, and using bulk_create.

Also removes some dead code.

Now uses the current lecture year instead of the current calendar year.

The previous commits added ordering to Members, but this ordering is
not necessarily unique. Because of this, postgres does not allow for
random access in a predictable way for the resulting queryset.

Descending sort by starting year, then ascending sort by first name.

This caused errors when members were previously in a committee
before becoming its chair.

This is not performed in production, since we've already migrated
