* Models and admin page for events
* Add organisers to events

This should probably be replaced again soon by something nicer,
but this is functionally equivalent to what we had.

This includes restructuring misc document templates
and properly slugifying document names

Includes tests and an authentication backend to check the permissions
granted to committees.
