'Become a member'-page

It would be good to do this after merging !8 (merged) so that the misc. documents can be used here. It probably makes sense to create a singleton model, perhaps using django-solo.

It probably still makes sense to place this in the 'members' app.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
