Accept photoalbums as .tar(.gz)

Currently we assume .zip, but the world of archive formats is vast (and full of errors). We probably want to also accept at least .tar (and likely some common compression formats, e.g. .tar.gz). This should be trivial using the standard library

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
