Checking documents before accepting in education app is not possible

Let's assume someone just uploaded an exam or summary and I'm a member of the educacie. I want to check whether or not the uploaded file is correct and should be accepted thus I click on the file in the edit form. Oh noes!!11 (merged)!!: 404 page not found! What do I do now? I'm unable to verify the file and thus I shall have to accept it and download it from the corresponding course page to see if it's ok. If it's not I'll have to delete it by going back to the admin again. Horrible!

As you might imagine this is not what we want. We should have a way for the educacie to check files before accepting them. Either by exposing the direct url to they who are a member of the committee and/or by adding a special field to the edit form that shows the real link which can be used instead.
To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
