Create ActiveMemberManager

Currently we rely on iterating over members, using the is_active property. Instead, we can create an ActiveMemberManager that performs this in bulk by comparing user__membership__end to the current time.

This is useful e.g. for #9 (closed)

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
