You can't cancel an event if you have a fine
Current behaviour
When you have a fine and can't attend events, you also can't cancel registrations to already existing events.
Expected behaviour
When you have a fine you can still cancel events you already registered for.
Steps to reproduce
- Register for an event
- Get a fine
- Try to cancel the registration
