Update for clean-test update
This updates the clean-test build procedure to use clean-test's own makefile.
It also adds the new makecleantest program to bin. This (experimental) program can generate test programs from properties in documentation (as in clean-platform!131). Although no TCPIP/ArgEnv functionality is used, the dependencies are added because clean-test now depends on Cloogle libraries and the clean compiler, which need these libraries in the include path.
