Drop permissions in postgresql container

We're currently running our SQL as root, which is mostly fine, but to prevent anyone from getting (containered) root access it would be better to get the container to install a user that has fewer permissions.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
