Refactor settings

Ghost User requested to merge refactor-settings into master

Short description

  • Move environ.get() calls from production settings to base settings (it doesn't matter and the default value is the same)
  • New environment value called SITE_DOMAIN that is used in the FROM email addresses
  • Remove duplicate setting variables
  • Replace most mentions of thalia.nu by the BASE_URL
