Change cost to fine and add minimum fine

Milan van Stiphout requested to merge 334-beschrijving-kosten-is-nog-steeds-niet-te-begrijpen into master

Changes "cost" field of events into "fine", to solve confusion regarding this. Also places a minimum of 5 (euros) on the fine field, as is policy by the current board.

Closes #334 (closed) and #318 (closed).
