Add email for event's organising party at registration cancellation

Steps to use this feature

  1. Create an event and enable cancel emails
  2. Add a registration to the event
  3. Make sure the cancel deadline is in the past
  4. Cancel registration in the frontend
  5. Email is sent to the organiser about the cancellation
