Short description

This merge request adds terms and conditions to event registrations.

Steps to use this feature

Create event which requires a registration.
Go to the event page and wait until the registrations open.
Notice that there is some text reminding you about the terms and conditions above the registration button.
Click on the link in this text.
Notice that a new tab has opened with the event registration terms and conditions.
